Could it be, as Churchill said "not the beginning of the end, but the end of the beginning"???  Sure would like to think so. 

But as you mentioned, Albany increasing spending in a recession, without a look at the practices from the Executive and Legislative that have run tens of thousands of jobs and hundreds of thousands of people from NYS in the last 30 odd years, it's gonna be a slow process. 

Here's hoping Erie County does what it has to do, and tries to go it alone at continuing reform.</description>

		<description>It's nice to finally see some balance and acknowledgement of the good along with some critique of the bad.
