If true and found guilty, the only reasonable punishment for this is for the accused to be struck with blunt force so as to cause his liver to lacerate and his arm to be broken.

Smacks of “reckless disregard for human life”, and ” assault with malice aforethought”. An Enterprising DA might charge attempted manslaughter for the lacerated liver, even possibly attempted Murder 2 in NYS.
